The game was released for the same consoles on October 11 in North America, October 13 in Japan, and October 14 in Europe for a discount retail price. Off the Record is intended as a complete reimagining of Dead Rising 2, with new missions, cutscenes, environments, enemies, and weapons. The photography mechanic from the first Dead Rising is also included. There are technical and system upgrades, such as optimization of loading times and improved network performance. Off the Record also features a new sandbox mode. This allows players to explore Fortune City without the obstacle of time. Off The Record has received mostly positive reviews, with the changes and additions both praised and panned. In today's NTD China News, two senior Chinese officials, Guangdong's Party chief Wang Yang and Shanghai's Party Chief Yu Zhensheng, have both indicated they are open to the idea of making Communist officials declare their assets publically, though there are doubts over whether these anti-corruption measures would ever take place. Protests in Tibet swell during the 18th Party Congress against communist oppression. A former Chinese prosecutor, Shen Liangqing, has been placed under house arrest in China, as his new book on the Communist Party's internal "shuanggui" disciplinary system is released in Hong Kong on Saturday. Chinese regime leader Hu Jintao has promised to double GDP and GPD per capita by 2012, though there are doubts whether these are simply empty promises. Chinese banks record a surprising drop in new loans for October, prompting concerns that the lending market remains tight despite officials' stimulus push. China's job market has marked slower growth since April as the economy cools. China's Singles' Day on Sunday fills local retailers with love.
